Short answer: On a first-generation Volt, 'Propulsion Power is Reduced' means the car is limiting power because the big battery has dropped lower than it should, so the gas engine is working alone. It can be expected on long steep climbs if you didn't use Mountain Mode, or in extreme cold. If it happens in normal driving on a higher-mileage car, GM has a software fix for the battery controls.

Symptom: The message appears after the electric range runs out, and the car accelerates weakly, which is scary when merging.

What to check first

  1. Note when it happens. Steep hills or extreme cold point to expected behavior. Flat roads point to a problem.
  2. Use Mountain Mode before long climbs. It saves extra battery charge for power.
  3. Ask a Chevy dealer about bulletin 19-NA-079, GM program N172130462, and recall 18V397 on 2013s.
  4. Have the battery checked if it keeps happening.

Likely causes

  1. Battery control software on higher-mileage cars. GM bulletin 19-NA-079 says the battery can discharge beyond expected limits, and the fix is reprogramming the hybrid control module.
  2. Not using Mountain Mode on steep grades. GM says the message can be expected when climbing long grades without Mountain Mode.
  3. Extreme cold. GM says extreme cold can also cause it.

What it usually costs

GM handled the reprogramming through a program or recall. I couldn't find a reliable published price if you have to pay.

Is it safe to keep driving?

Merging with weak acceleration is risky. Avoid fast traffic until it's checked, use Mountain Mode on hills, and leave extra room. Verify with a mechanic.

Dealer for software. Using Mountain Mode is up to you.

Recalls, bulletins and complaints in plain words

  • Recall 18V397 (2013 Volt): an earlier software update to the hybrid control module may have turned off battery cell balancing (which keeps all battery cells at an even charge). Dealers reprogram the module. If your car is part of this recall, the dealer fixes it for free.
  • GM bulletin 19-NA-079: 'Propulsion Power is Reduced' without trouble codes on higher-mileage Volts. The fix is the same reprogramming used in GM's program N172130462. Ask the dealer whether your model year qualifies.
  • NHTSA complaints: 168 keyword-matched complaints for Chevrolet Volt 2011–2015 (of 739 unique complaints queried, NHTSA complaints API by model year, queried 2026-10-17; keywords: propulsion, reduced power, power reduc, loss of power, lost power, low power).

What owners report

My take

My advice as a former car salesman: on a used first-gen Volt, ask the dealer to run the VIN for open programs, not just safety recalls. Some of these fixes came through programs that don't show up on a basic recall check.

Vehicle focus: 2011–2015 Chevrolet Volt (first generation).

Safety / mechanic note

Weak acceleration while merging is a crash risk. Verify with a mechanic.
